Overview

This unit prepares you to engage in advanced policy analysis and development, applying established theories to real-world contexts. You will develop the ability to analyse, reflect on, and synthesise complex information, ensuring policy proposals are evidence-based, strategically sound, and implementable. The unit focuses on detailed policy analysis to provide comprehensive backgrounds and insights. It emphasises drafting cabinet submissions with attention to policy coordination, decision-making, cost-benefit analysis, risk management, and implementation strategies. Additionally, it leverages emerging tools such as Gen-AI to enhance policy development processes. By the end of the unit, you will have developed the ability to apply theoretical frameworks to policy contexts, synthesise and critically evaluate complex policy issues, and communicate policy recommendations clearly and persuasively.

  • Best practice in policy analysis and technology, including critical analysis of AI generated outputs

  • Cabinet submissions - cost-benefit analysis and risk management

Assessment

Overview

There are three assessments in this unit:

1. Initial report - this task draws on issue identification and research skills to generate a report with the assistance of GenAI and reflect on the process and usefulness of GenAI as a tool for policy officers.

2. Reflection on negotiation meeting - this task connects approaches to stakeholder negotiation with your participation in and reflection on a negotiation meeting to inform the cabinet submission.

3. Cabinet submission - this task builds on the initial report and negotiation meeting to create a cabinet submission on a policy issue.

Assessment Tasks

Assessment: Initial Report

You will write a report idenitifying a policy issue and researching the background to the issue. You will use GenAI to assist with developing your report. Reflect on the use of GenAI in this process and how you validated its responses.

This assignment is eligible for the 48-hour late submission period and assignment extensions.

Assessment: Reflection on negotiation meeting

You will take on the role of a policy officer to negotiate with other policy officers from different agencies on the priorities of a cabinet submission, and reflect on the process.

Part A: You will meet as a team of policy officers from different agencies to negotiate the priorities and roles for creating a cabinet submission. You must represent the needs and agenda of your agency. Your meeting will be recorded and included in your submission.

Part B: Following your meeting and the creation of your cabinet sumission, you will individually record a video for your manager reflecting on the process of designing a response and how this impacts your future professional practice.

This assignment is eligible for the 48-hour late submission period and assignment extensions.

Assessment: Cabinet Submission

Working as a team of policy officers from different agencies, you will produce the body of a cabinet submission on a complex policy issue.
