Overview
Program planning and evaluation is at the core of effective health promotion practice. This Unit will enable you to develop knowledge and understanding of planning models and theories and acquire skills to apply these to design informed programs that address the needs of communities and populations and contribute to positive health outcomes.
Evaluation is an integral component of program planning and should be considered throughout the planning process. Recognised frameworks will be introduced throughout this Unit to guide and inform the design of robust evaluations and demonstrate the vital role of evaluation in gathering evidence upon which to make judgements about program effectiveness.
Throughout this Unit you will be provided opportunities to build, practice and provide evidence of your analysis and problem-solving skills for the development of a health promotion program and evaluation proposal.
Learning Outcomes
On successful completion of this unit you will be able to:
- Critically analyse health promotion principles to appropriately inform the development of a comprehensive health promotion action plan;
- Demonstrate advanced knowledge and skills to identify the priority needs of populations and apply established planning models to design health promotion programs responsive to these needs;
- Identify and critically evaluate potential key stakeholders and demonstrate an understanding of how to strategically engage and influence them to plan and sustain health promotion action
- Critically evaluate and prioritise the relevant program needs, assets and resources required for a health promotion action plan
- Critically analyse and apply best practice frameworks and methods to construct an evaluation plan for assessing the worth of health promotion action
Content
The content of this Unit is divided into four modules that reflect phases of the program planning and evaluation process. Evidence-based models and frameworks will be introduced throughout this Unit to develop knowledge and skills in applying these to the development of responsive health promotion program and evaluation proposals.
Module One introduces you to planning models and how to conduct a needs assessment of the selected community to identify risk factors negatively impacting on health outcomes. The importance of stakeholder engagement will also be addressed.
Module Two continues with the planning process and focusses on writing targeted program goals, objectives and strategies. Other models relevant to health promotion planning will also be introduced, specifically Social marketing and Diffusion of Innovation.
Module Three introduces you to evaluation, outlines the importance of evaluation and guides you through effective planning for evaluation. An internationally recognised Evaluation Framework will inform this process. The importance of the program Logic model in overviewing the components of planning and evaluation will also be included in this Module. The evaluation design and types of evaluation will be addressed in this Module.
Module Four will focus on techniques for collecting evaluation data for process, impact and outcome evaluations. This Module will also provide additional information on the evaluation process, including issues of meeting accuracy and propriety standards and ensuring evaluation findings will be used and shared.
Learning Approaches
This unit provides a solid foundation in health program planning and evaluation principles and critical thinking skills in applying these principles to address a real-world problem. Case based learning is a form of problem-based learning and is selected in this unit because of its potential to promote active learning. Problem-based learning will be supported through weekly lectures and interactive tutorials which will present scenarios and case-based exercises for generating solutions. These lectures and tutorials will be live-streamed for online students, and also recorded to access following the class session. There will also be regular online sessions through the semester for online students to engage and discuss and clarify both content and assessment requirements. An online Study Guide will also consolidate learning throughout this unit.
For practice with the unit concepts and feedback on your work, internal students will participate in a lecture and tutorial each week. Online students will participate in online sessions where you will discuss unit concepts and receive feedback on your work.

Assessment
Overview
The two unit assessments promote higher-order thinking skills and are planned to develop your ability to think critically about the application of program planning and evaluation principles. To develop research proficiency, you are encouraged to undertake evidence-based decision making. Your ability to integrate theoretical knowledge with practical applications of that knowledge, as expressed in the unit learning outcomes, will be evaluated in these two assessments.

Assessment Tasks
Assessment: Program proposal
This assessment represents the steps in developing a health promotion program planning proposal. You will interpret and apply a planning model to a self-selected population. You will apply health promotion principles to the development of a comprehensive health promotion intervention for the selected population.
This is an assignment for the purposes of an extension.
Assessment: Program evaluation proposal
This assessment covers the final steps in planning for evaluation according to the international evaluation framework being used in the unit. You will design a comprehensive evaluation proposal related to the health promotion program you have developed in Assessment 1.

Overview

Content
