Overview

Health policy is a major driver of health systems, their structure and functioning. Well-informed and executed policies contribute and communicate important information and evidence in the management of health systems. Globalisation, including of the the health sector and its governance structures, present policy-makers with a complex and challenging environment in which to construct and implement responsive health policy.

This unit will provide you with a critical understanding of policy-making theories and principles as well as the interplay between diverse ideas, interests and institutions that influence policy development, implementation and evaluation. Global health issues will be used to illustrate and critically evaluate the policy process providing you with the knowledge and skills required to undertake health policy development, implementation and evaluation in a wide range of contexts.

Learning Outcomes

On successful completion of this unit you will be able to:

  1. Apply theories and frameworks to explain health policy development, implementation and evaluation approaches.
  2. Critically analyse the impact that diverse contexts have on the selection of policy options.
  3. Critically evaluate health policy using evidence-based methods and approaches.
  4. Produce a health policy analysis suitable for dissemination to policy makers.
  5. Justify and use oral and written skills to communicate policy recommendations to policy makers drawing on health policy and systems research theories and frameworks.

Content

This unit will cover the following:

  • Policy theory, principles & perspectives
  • Health policy development
  • Policy implementation
  • The intersection of health policy and equity, including First Nations' perspectives
  • Interdisciplinary and interprofessional perspectives on health policy
  • Monitoring, evaluation and research

Learning Approaches

In this unit, you will learn by engaging in the following:

  • guest presentations from key industry experts
  • online readings and learning materials
  • team learning and peer feedback
  • Library and Student Success Group support with guest presentations during learning activities.

This unit adopts a blended learning approach that will require you to engage in a range of weekly classes and self-directed learning activities.

Feedback on Learning and Assessment

You will receive formative feedback from your peers and the unit's teaching team through tutorial discussions centered around the unit's learning outcomes and respective assessment items. You will have opportunities to self assess through activities in the online learning materials and tutorial discussions.

Individualised summative feedback will be provided to you after each of the unit's submission deadlines.

Assessment

Overview

There are three assessments in this unit:

1. Contextual Analysis - This will draw on key understandings of policy theory to support your contextual analysis of a policy response taken by a government in addressing a health-related issue.

2. Critical Evaluation of Policy - This draws on approaches to policy design, implementation and evaluation to produce a critical evaluation of a past policy in order to inform future direction.

3. Policy Evaluation & Recommendation - This synthesises policy theory with real world evidence to justify recommendations for future reform.

Assessment Tasks

Assessment: Contextual Analysis

You will take on the role of a policy advisor to analyse a policy response taken by a government in addressing a health-related issue. You will apply a framework to explore and explain the underpinning context that influenced the course of action. Your analysis should be structured to inform national or regional policy makers.

This assignment is eligible for the 48-hour late submission period and assignment extensions.

Assessment: Critical Evaluation of Policy

You will take on the role of a political advisor to critically evaluate a previous policy enacted by a government for the purposes of informing national or regional policy makers and their future decisions. Your critique will explore the policy cycle, encompassing design, implementation and evaluation, and consider the impact of the policy from an equity perspective, including, where applicable, interdisciplinary and First Nations' perspectives.

This assignment is eligible for the 48-hour late submission period and assignment extensions.

Assessment: Policy Evaluation & Recommendation

Continuing in your role as a political advisor, you will orally present the findings of your critical evaluation (Assessment 2) to inform national and regional policy makers. Your presentation will also outline theory-informed recommendations for future reform.
