Overview

Quality and risk management are important areas of focus and activity in the health industry as health service operation and performance is increasingly regulated and monitored by governments and funders. At all levels of the health system, individuals, teams, divisions, organisations, boards and policy makers are expected to contribute to the maintenance of health care quality and safety standards and to participate in the quality improvement of services provided.

The aim of this unit is to develop appropriate knowledge and skills to lead the implementation of effective quality and patient safety programs within a health care setting. It promotes the development of the personal attributes and leadership skills required to engage and motivate staff in strategic quality improvement and innovation.

Learning Outcomes

On successful completion of this unit you will be able to:

  1. Summarise contemporary leadership theories, concepts, models and trends in the leadership of quality and safety in health care organisations.
  2. Critically analyse the leadership required to ensure quality and patient safety in diverse communities and contexts.
  3. Apply systems, processes and tools that underpin high quality and safe care to inform quality and safety improvement in the workplace;
  4. Design quality and safety improvement plans to engage, motivate and prepare staff to lead quality improvement and innovation.

Content

Topics in this unit include:

  • The strategic role of leadership in clinical governance and quality improvement through the analysis of local, national and international approaches which respond to the diversity of communities and contexts.
  • Contemporary trends in thinking about health quality and safety.
  • The relationship between organizational culture, leadership and health care quality and safety.
  • Interdisciplinary perspectives on quality improvement.
  • Organising for quality and safety.
  • Developing a performance culture.
  • Leadership roles, competencies and strategies for quality improvement: quality manager; clinical leadership; team leadership; executive leadership; board leadership.
  • Planning for quality and safety improvement.
  • Case studies in health quality leadership.

Learning Approaches

In this unit, you will learn by engaging in the following:

  • workshops in block teaching period (4 days) - including lectures and guest speaker presentations
  • online readings and learning materials
  • real world examples of health leadership
  • self-paced and blended learning

The block teaching includes presentations from senior health / industry leaders who will discuss with you key concepts and issues in health leadership and health service management. These leaders exemplify different leadership styles and characteristics. All students are encouraged to attend the block teaching.

Readings will be provided which provide a broad and diverse analysis of the current strategic issues. You will be provided with links to strategic documents and to relevant texts for independent and group discussion and be required to identify additional relevant readings and resources to extend your critical thinking skills.

In order to maximise your learning experience in this unit, preparation in advance of lectures and tutorial sessions, and active participation is expected of you. In addition to in-class learning, there will be opportunities for engaging with learning materials online, including recorded lectures and tutorials. You can engage with the online learning materials at your own pace.

Feedback on Learning and Assessment

Informal feedback from academic and industry staff, and peers during the intensive teaching block. Assessment will be spaced throughout the semester to provide the opportunity for feedback on your learning at key points. You will be provided with written formal feedback on each assessment item, based on specific marking criteria published on Canvas, as you progress through the unit.

Assessment

Overview

There are two assessments in this unit:

1. Annotated Bibliography - This will draw on key understandings of leadership theories to support your independent research about the application of a selected leadership approach to quality and safety.

2. Quality and Safety Improvement Plan - This brings together the concepts and strategies presented in the unit materials and workshop to design quality and safety improvements based on a real world scenario.

Assessment Tasks

Assessment: Annotated Bibliography

You will compile a bibliography of sources of contemporary research and information about a nominated health care leadership topic and its application in diverse communities and contexts. Through internet research and literature review you will identify sources that reflect current thinking and research about the topic. The literature should include a range of ideas and different approaches to and interpretations of the topic. You will provide a summary and critical analysis of the content, relevance and evidence base of each source.

This assignment is eligible for the 48 hour late submission period and assignment extensions.

Assessment: Quality and Safety Improvement Plan

You will take on the role of a professional working in a health or other care setting. You have been asked to address a challenging aspect of quality and safety leadership (topic to be provided or nominated by the student with the approval of the unit coordinator) by developing an interdisciplinary quality and safety improvement plan. You will be expected to support your plan with reference to published literature, research and contemporary case studies which may, if relevant, include examples from your own workplace.
